Oh hey, Sorcerous Restoration isn't a bad ability anymore.

During a short rest you can recover SP equal to half your level rounded down. It is only once per day, and it is only two points to start with, but that is mountains better and more usable than the old version. And you don't need to be at zero points or anything either. I'd likely round up instead (giving you three when you get it) but it is a nice alteration

So, how are we feeling about a control oriented Sorcerer? Stack +1 Save DC from Innate Sorcery with Disadvantage from Heightened Spell, grab those real debilitating picks like Hold Person and Phantasmal Force and Slow, maybe go Wild Magic and use Bend Luck as insurance. I mean sure, you still have to worry about Legendary Resistance, but that's not everything you fight.

Sounds like it could work. Extend spell would also give advantage on Concentration checks, if you want to use that with the level 7 double up

I was thinking the same thing. And if we're trying to defend our Concentration from being disrupted, a little extra AC is probably good. Maybe a reason to go Draconic Sorcerer, maybe an actual use case for the much talked about "Full caster taking the Lightly Armored origin feat for medium armor and a shield" scenario.

Alternatively, or maybe as a 10th level pickup, Careful Spell would let you throw out area debuff spells that aren't innately friend or foe sensitive a lot more aggressively. Confusion, Sleet Storm, Stinking Cloud, even plain old Web, all great spells if you can safely drop them right on the thick of the fight. That's the big advantage of Careful Spell compared to the Evoker Wizard's Sculpt Spell. Sculpt Spell may be free but it only works on evocation spells, while Careful Spell works on conjurations and enchantments.
 

Twin either needed to die or the other metamagic needed huge buffs. It was way too strong - which was fine on an otherwise weak class that did almost everything worse than the wizard. But the new version is otherwise much better.

How do people feel about homebrewing this new Sorcerer to cast with Mana Points, and conflate that with Sorcery Points for one larger pool used for both spellcasting and metamagic and other features? Would that break this version of the class' balance?

I'm planning on doing that. It feels better to me. Not sure if it does anything noticeable to the balance. I've had a solo player running a homebrew sorcerer that pulls from a mana pool like that, and he isn't noticeably more powerful than I expect a nova caster to be.

I would only ever select and use the new twinned if it gave me back 5 SP and/or one pizza slice.

It's not a bad use of a Sorcery Point, to effectively upcast a spell for a cheap rate. It's a very bad pick for a Metamagic, when you only get a few known and there are others that are far more transformative.
