Quick and dirty

Would you allow the elf gift mystic rapport to fulfill the "...ally must be able to see or hear you..." of the Marshall commanding presence and rallying surge?

i don't really interpret telepathy as seeing or hearing, more just information popping up in your brain, so i'd say no.

that said, i can't think of a use case where this would be particularly useful anyway, so it feels like a slightly redundant question to me,

Not really, if you can sense your comrade is behind a door, you can "speak" words of comfort in his head and rally him for example

Not if there are enemies around, and your friend is trapped in a different room. I'm sure one could come up with all kinds of situation where this ,if allowed, could be useful

i don't really see what commanding presence or rallying surge would do for him then, but i guess that's a tangent.

i personally still don't really think it qualifies, but i don't think it'd break anything if you allowed it.

Noted, thanks. I'm also thinking on dark environments or blind allies where being silent would be a thing. But I guess you are right. This is an edge case, and saying yes is not detrimental, so always yes, maybe with a but after...

Rallying Surge doesn't require you to share a language or even specifically hear the Marshal since seeing them perform whatever the Rallying Surge action is is enough to trigger it's effects. The only important thing is that you are able to interact.

Rallying Surge can be "You're going to be okay" as words you say, or sign language you speak. But it can also be a challenging cry, or raising your banner high, or making brief eye contact containing deep emotional meaning that says more than a thousand words could convey before charging back into the fray.

Conveying any, or all, of those things Telepathically feels equally weighty, to me.

yeah, that the requirement is more about being able to communicate the necessary idea is a good point.

I can envision some scenes from LotR where Arwen "speaks" with Aragorn telepathically. He hears her thoughts in her voice, so he knows its unmistakably her speaking and could be rallied by that imo.

As for command strike, I think it would follow the same logic: " I know you can't see, but I will be your eyes - strike high to your left now!"
