Not really, if you can sense your comrade is behind a door, you can "speak" words of comfort in his head and rally him for examplei don't really interpret telepathy as seeing or hearing, more just information popping up in your brain, so i'd say no.
that said, i can't think of a use case where this would be particularly useful anyway, so it feels like a slightly redundant question to me,

i don't really see what commanding presence or rallying surge would do for him then, but i guess that's a tangent.Not if there are enemies around, and your friend is trapped in a different room. I'm sure one could come up with all kinds of situation where this ,if allowed, could be useful

Rallying Surge doesn't require you to share a language or even specifically hear the Marshal since seeing them perform whatever the Rallying Surge action is is enough to trigger it's effects. The only important thing is that you are able to interact.
Rallying Surge can be "You're going to be okay" as words you say, or sign language you speak. But it can also be a challenging cry, or raising your banner high, or making brief eye contact containing deep emotional meaning that says more than a thousand words could convey before charging back into the fray.
Conveying any, or all, of those things Telepathically feels equally weighty, to me.
